MSF is an international, independent medical humanitarian organisation. We provide medical assistance to people affected by conflict, epidemics, disasters, or exclusion from healthcare. We are a non-profit, self-governed, member-based organisation. MSF was founded in 1971 in Paris by a group of journalists and doctors. Today, we are a worldwide movement of more than 67,000 people.

MSF coordinates operations through collaborations between global offices. The ‘MSF Operational Centre Amsterdam’ (OCA) is a partnership that is composed of the partners MSF-Canada, MSF-Germany, MSF-SARA, MSF-Sweden, MSF-Holland and MSF-United Kingdom. MSF-OCA operates medical humanitarian interventions in about 25 countries with more than 11,000 staff.

The office of MSF-Holland located in Amsterdam hosts more than 400 employees, offering direct support to MSF-OCA operations. Around 50 staff focus on recruitment, communication and fundraising in The Netherlands (MSF-Holland) and 350 staff are focused on supporting MSF-OCA operations.

Geographical Information Systems (GIS) Advisor – 100%

Based in Amsterdam (at least for one year)

Position within the organisation

Each operational centre (OC) has a dedicated GIS Advisor (acting as GIS focal point for the OC) whom is member of the GIS Centre.

The GIS advisor is based in Amsterdam for at least one year. The location Amsterdam is the Emergency Department you will work closely with. You will work from both the Logistics and the Public Health Departments and functionally reports to the GIS Centre’s management.

Objectives of the position

The core mission of GIS is to support informed decision-making through better spatial comprehension, enhancing the focus of health services around patients, and increasing the impact and efficiency of MSF’s regular and emergency interventions. GIS services are provided by two entities in the MSF movement: the GIS Centre and the Manson Unit whom is providing complementary GIS services to the MSF OCA field missions focusing on medical applications .

Your main objective is to ensure that the GIS related operational medical and non-medical needs are met, and that the good practices in GIS are implemented in MSF OCA. You are the referent in the field of GIS, constitutes the link between MSF OCA operations requesting GIS support and the GIS Centre. You will monitor the requests, progress of work and its delivery.

As a member of the GIS Centre, you will be responsible of promoting GIS within MSF and takes an active part in elaborating the GIS strategy, which you are in charge of implementing in OCA. The GIS Advisor is also part of the GIS Working Group being the foundation of a GIS@MSF community in which you represent OCA’s operational needs, reality and vision.

Main responsibilities

Identification of domains of support, initial business requirements with end users, field liaison and visit (Business analysis)

First line of support within OCA (requests for products & services, use of tools), technical support for GIS deployments (Business support)

Support for coordination of GIS trainings, plan and deliver short training sessions, integrate GIS in other sectors’ trainings

Promotion of GIS products & services, identification of sectors for potential collaborations

Participate in the stakeholder & users committee, and coordinate with the OC Sponsor on strategic GIS related topics. Participate to the Movement’s GIS strategy and implement the GIS strategy in OCA.

Main characteristics

You are a highly motivated person, an excellent communicator with a degree or equivalent in social sciences (i.e. geography, epidemiology, etc.) or in engineering . A post-graduate degree or vocational training in GIS or mapping related domains is a strong asset.

You have at least two years’ experience of being on missions in humanitarian contexts with various thematic including emergency missions .

Operational or support function at HQ experience with a project management component is an asset.
Minimum 3 years of experience in GIS domain
You have knowledge of ArcGIS software
You have knowledge of e-volunteers communities
You have field experience
You have information management skills and excellent team working capacity
You are good in planning and organization
You are used to provide technical support and advice
Fluent in English and French (oral and written) is compulsory, Arabic and Spanish a plus
Good listening and analytical skills
Ability to work with multidisciplinary and multicultural people
Openness, curiosity, practical and pragmatic spirit
Ready to spend more than 30% of your time in the field

An employment contract from 1 July 2021, based on 40 hours per week. The contract is for one year (subject to satisfactory performance) based on a fulltime appointment.

In case your location is Amsterdam we offer you a Dutch employment contract from 1 July 2021, based on 40 hours per week. A gross monthly salary in scale 6 between between € 2.907,- and € 4.152,- depending on professional experience, based on a 40-hour working week.

In case your location is other than Amsterdam, but based in a country with OCA or MSF office presence we might offer you a local employment contract from 1 july 2021, based on 40 hours per week.
